Lou Huddleston, CEO-President
Lou Huddleston founded and incorporated Operations Services, Inc. (OSI) in North Carolina in July 2010. Lou spent 31-years on active duty and retired as a colonel in June 2003. He spent most of his Army career in war-fighting units of conventional and joint commands.
Since retiring from the Army, he has served as a corporate executive in both large and small defense contracting companies and in the business communities of Washington, DC and Fayetteville-Fort Bragg, North Carolina. Lou has used his years of military experience, leadership and executive management to better serve defense customers and other government organizations. In founding OSI, he formed a business team of leaders and managers who understand the needs of the military and government organizations.
As OSI’s CEO-President, he brings a wealth of experiences to the defense industry market sector. He is a seasoned executive with more than thirty years of experience as a senior leader, planner and manager. He is highly experienced in planning, organizing and leading large-complex organizations in demanding environments. He has a strong track record in operations, strategic planning, policy formulation and implementation, executive level management, government contracting, business and economic development, information assurance, command, control communications, computers and intelligence, disaster relief, crisis response operations, and domestic and international negotiations.
Lou holds a Bachelor of Arts in Political Science from Morgan State University, Baltimore, MD and a Masters of Art in Public Administration from the University of Missouri-Kansas City. He is a Distinguished Graduate of the National War College in Washington, DC.
Aron Williams, Director, IT & Cyber Security Services
Aron Williams joined Operations Services, Inc (OSI) in May 2017 as Director, IT & Cyber Security Services. Aron brings years of experience as a Senior Program Manager and directing IT resource planning, budgeting and operational initiatives in support of IT Infrastructures for United States (US) Army and other DoD Programs.
Aron has directly managed organizations of 150+ employees in various geographic locations, with budget oversight ranging from $25M to $150M+ total contract value.
As OSI’s Director, IT & Cyber Security Services, Aron brings a wealth of experiences to the defense industry market sector. He is a seasoned executive with more than thirty years of experience as a senior leader, planner and manager. He is highly experienced in planning, organizing and leading large-complex and diverse IT Programs in multiple geographic locations. Aron has a strong track record in Program Management and IT Operations, including command, control, communications, computers; cyber security services, strategic planning, business process improvement, contracts management, and budget forecasting.
Aron holds a Bachelor of Arts in Political Science from the University of South Carolina, Columbia, SC, and a Master’s of Science in General Administration from Central Michigan University in Mount Pleasant, NJ, ITIL Foundation-IT Service Mgmt. Certified, LM Program Management Certified.
William Rutherford, Director, Logistics & General Services
William “Will” Rutherford joined Operations Services, Inc (OSI) in June of 2019 as Director of Logistics and General Services. Will brings to OSI years of experience in Program Management, Capture Management, Estimating, and Business Development for various DoD, Federal and Commercial Programs.
Will has been responsible for the award and management of billions of dollars in IDIQ Contract Vehicles and hundreds of millions of dollars in Single Award Contracts.
As OSI’s Director, Logistics & General Services, Will brings a multitude of experience to the DoD and Federal Government market sectors. He is an accomplished business development specialist, capture manager, contract manager, proposal manager, and program manager with extensive experience in the government service contract industry and private industry. Will maintains working knowledge of the FAR, DFAR, FAR/DFAR supplements and GSA regulations and experience with standard concepts, practices and procedures relating to Federal Government contracting.
Will holds a Bachelor of Science in Management and Marketing from Clemson University.
