Executive Management Team

Lou Huddleston, CEO-President

Lou Huddleston founded and incorporated Operations Services, Inc. (OSI) in North Carolina in July 2010. Lou spent 31-years on active duty and retired as a colonel in June 2003. He spent most of his Army career in war-fighting units of conventional and joint commands.

Since retiring from the Army, he has served as a corporate executive in both large and small defense contracting companies and in the business communities of Washington, DC and Fayetteville-Fort Bragg, North Carolina. Lou has used his years of military experience, leadership and executive management to better serve defense customers and other government organizations. In founding OSI, he formed a business team of leaders and managers who understand the needs of the military and government organizations.

As OSI’s CEO-President, he brings a wealth of experiences to the defense industry market sector. He is a seasoned executive with more than thirty years of experience as a senior leader, planner and manager. He is highly experienced in planning, organizing and leading large-complex organizations in demanding environments. He has a strong track record in operations, strategic planning, policy formulation and implementation, executive level management, government contracting, business and economic development, information assurance, command, control communications, computers and intelligence, disaster relief, crisis response operations, and domestic and international negotiations.

Lou holds a Bachelor of Arts in Political Science from Morgan State University, Baltimore, MD and a Masters of Art in Public Administration from the University of Missouri-Kansas City. He is a Distinguished Graduate of the National War College in Washington, DC.


Randall  L. Kline, Director, IT & Cyber Security Services

Randy Kline joined Operations Services, Inc (OSI) in November 2020 as Director, IT & Cyber Security Services. Prior to joining OSI, Randy has served in many senior leadership roles both in Federal service as well as industry. Randy worked for the Department of Army serving in many key positions during a career spanning 39 years. He has accumulated over 40 years of combined experience in senior management, project management, and information technology at the United States (US) Army, NASA, and other DoD Programs. Most recently in industry as Program Manager of Marshall Space Flight Center’s IT Services contract.

Randy has directly managed organizations of 200+ employees in various geographic locations, with budget oversight ranging from $25M to $200M+ total contract value.

As OSI’s Director, IT & Cyber Security Services, Randy brings over 40 years of combined experience in senior management, project management, and information technology offering documented success in increasing performance through dynamic leadership, strategic planning, change management and contract management in directing broad-based programs at the NASA, Department of the Army, Air Force and DISA. He is a seasoned executive as a senior leader, planner, and manager. He is highly experienced in planning, organizing and leading large-complex and diverse IT Programs in multiple geographic locations. Randy has a strong track record in Program Management and IT Operations, including command, control, communications, computers, cyber security services, strategic planning, business process improvement, contracts management, and budget forecasting.

Randy holds a Bachelor of Science in Information Technology from Concordia University.


Gary Silverman, Director, Logistics & General Services

Gary Silverman joined Operations Services, Inc (OSI) in June 2021 as Director, Logistics and General Services. He is a retired Lieutenant Colonel, U.S. Army, originally starting in infantry then moving to logistics and contracting. Gary has 35 years combined experience in military logistics and federal contract administration. In his military career, he was a logistics planner, supply officer, materiel maintenance officer, installation logistics officer, infantry officer, and a contracting officer (U.S. Army, Defense Contract Management Command)

Before joining OSI, he was an instructor for Management Concepts, Inc. the largest commercial provider of training to the federal acquisition workforce; In that position, he instructed courses in contract administration to personnel at multiple federal agencies, military, and non-military, throughout the United States. Prior to that, Gary was a contracts manager and negotiator within the legal department of a large federal contractor, Kellog, Brown & Root, Inc. In that position, he was responsible for contract administration (pre-award and post-award) for a portfolio of federal contracts with a total value exceeding $1 Billion for construction, engineering, and logistics services supporting the military departments and other federal agencies for performance in the United States and various foreign countries.

Gary has extensive experience in- (a) administration of large, complex, multi-million-dollar cost-reimbursement and fixed-price contracts; (b) contractor performance in foreign countries for U.S. armed forces and contractor status, immunities, and rights under international defense agreements with foreign governments; and (c) drafting, negotiating, and administering contractor teaming agreements and subcontracts between companies of various sizes, including foreign entities.

Gary holds professional certifications in federal and commercial contracting from the National Contracts Management Association (Certified Professional Contracts Manager; Certified Federal Contracts Manager; Certified Commercial Contracts Manager). He has completed professional certificate programs in Executive Logistics Management and Materiel Maintenance Management at the U.S. Army Logistics Management College. He holds BS and AS degrees from University of the State of New York.
