CONTRACT SPECIALIST

Operations Services, Inc. (OSI) is needing a Contract Specialist for Department of Interior - National Park Service - Contract Administration for Construction and Architect-Engineer Contracts

A. Position Description

(1) Operations Services, Inc. (OSI) is a contractor to the NATIONAL PARK SERVICE (NPS) and augments the NPS acquisition workforce with contractor employees who are experienced & trained in federal government contract administration (Pre-Award & Post-Award).

(2) OSI is currently recruiting for a person to fill a CONTRACT SPECIALIST position who will provide high-quality contract administration support to NPS across the full acquisition life-cycle (Pre-Award & Post-Award) for Construction contracts and Architect-Engineer contracts. The person in this position will be an OSI employee and report to the OSI Director of Logistics.

(3) The work location for the CONTRACT SPECIALIST position is REMOTE, in which the person can work from home. This position is full-time at 40 hours per week dedicated to supporting NPS. Work hours correlate to Mountain Time to support the NPS Denver Service Center, Denver, Colorado.

(4) The CONTRACT SPECIALIST position requires thorough knowledge and experience in federal government contract administration under the Federal Acquisition Regulation (FAR) in general and specific experience in Construction and Architect-Engineer contracting (Pre-Award & Post-Award) under FAR Part 36. This is not an entry-level position.

Requirements

B. Qualifications for the Position

(1) Education (Minimum):

(a) Bachelor’s Degree; or

(b) 20 years experience in federal government contract administration; or

(2) Experience (Minimum):

(a) 5 years in federal government contracting as an employee of a federal government agency or a military service member; and

(b) 5 years in administration (Pre-Award & Post-Award) of federal Construction contracts under FAR Part 36 as an employee of a federal government agency or a military service member; and

(c) 3 years in administration (Pre-Award & Post-Award) of federal Architect-Engineer contracts under FAR Part 36 as an employee of a federal government agency or a military service member; and

(d) Ability to obtain HSPD12-PIV clearance and any other clearances required by the government or OSI.

(e) Applicants for this position MUST have the pre-requisite federal government contracting experience from employment in one or more of the following Qualifying Employment Categories:

(1) Federal agency employee in GS-1102 Contracting Occupation:

Example- Contracting Officer; Contract Specialist; Contract Administrator; Procurement Analyst; Price/Cost Analyst; or

(2) Federal agency employee in GS-1105 Purchasing Occupation:

Example- Purchasing Agent; Supervisory Purchasing Agent; or

(3) Military Officer, Non-Commissioned Officer, or Petty Officer in a Contracting Military Occupational Specialty: (Army; Navy; Air Force; Marine Corps; Coast Guard; including Reserve & National Guard components).

Example- Army Officer Functional Area 51 or Army NCO MOS 51C // Air Force Officer MOS 64P3 or Air Force NCO MOS 6C071; or

(4) A combination of experience in Categories (1), (2) and (3) above.
